Why is 2027 considered a 'chong tai sui' year for those born in 1997?

Because the 1997 birth pillar is Ding Chou, and the 2027 year pillar is Ding Wei; Chou and Wei are opposing Earth branches in the Chinese zodiac cycle, constituting a direct clash (chong) with the Grand Duke of the Year.

What does 'Gorge-Down Water' (Jian Xia Shui) signify for the 1997 Ox in 2027?

As the natal纳音, Gorge-Down Water reflects a concealed, nourishing, and enduring quality; its interaction with the 2027 Heavenly River Water (Tian He Shui) suggests resource flows that are stable yet subject to seasonal or situational variation.

Which directions should the 1997 Ox avoid or favour in 2027 according to almanac convention?

The Southwest is the Tai Sui direction — to be respected and aligned with for stability; the West hosts the Three Killings (San Sha) and is traditionally avoided for major undertakings; the Northeast is the Sui Po (Year Break) direction and is discouraged for rest or recovery. ---
